Serious corruption at ICT – Bennett

By Ntombi Mhlongo, Times of eSwatini, 21 October 2026

SOURCE

LOBAMBA: Businessman and former Senator Walter Bennett yesterday challenged senators to give him an opportunity to present information relating to what he described as serious corruption allegations at the Ministry of Information, Communications and Technology (ICT).

This happened yesterday during a session where stakeholders were given an opportunity to make their submissions on the loan Bills that are currently being financed by government, through the Ministry of Finance.

Bennett said he was prepared to share information in his possession regarding the alleged corruption, provided senators guaranteed that it would be protected and that appropriate action would be taken.

He asked the Chairperson of the Senate Portfolio Committee of the Ministry of Finance, Tony Sibandze, how he should voluntarily share the information he had and who exactly he should engage.

“I will do this if you make an undertaking that this information will not be turned into something else. I can avail myself and present in person, after which you can invite me and I can present one or two documents,” he said.

In his characteristically outspoken manner, the businessman said he was even willing to appear before senators and volunteer the information in person but, insisted that he needed assurances that the information would not be disregarded.

The former senator raised the matter while making his submissions on the three proposed Finance Bills, one of them being the one that is meant for the Eswatini Posts and Telecommunications Corporation (EPTC).

The former senator first warned that Parliament must stop approving public funding without first ensuring that corruption and accountability concerns within the corporation had been addressed.

Bennett said Parliament would be passing loan Bills worth millions of Emalangeni involving the ministry, yet questions remained unanswered about the circumstances under which a senior officer was removed.

He said no explanation had been given regarding the removal, adding that the issue could also be discussed.

Police ordered to pay E380 000 for torture

By Sibusiso Tsabedze, eSwatini Observer, 16 October 2026

SOURCE

The High Court has ordered government and the national commissioner of police to pay E380 000 in damages to a man who was unlawfully arrested, assaulted and tortured by police officers who allegedly used a plastic bag to suffocate him during interrogation.

In a judgment delivered on Wednesday, Judge Sabelo Masuku awarded Sandile William Hlongwane E180 000 for unlawful arrest and detention and E200 000 for pain and suffering arising from the assault and torture he endured while in police custody.

The court also ordered the defendants to pay interest at 9% per annum on the E380 000, calculated from the date of judgment until final payment, together with legal costs for both the liability and damages assessment proceedings. Judge Masuku strongly condemned the torture method used by the investigating officers, describing it as incompatible with a civilised justice system.

“The method restraining a helpless, handcuffed suspect supine on a bench with hands cuffed beneath and inducing slow asphyxiation by sealing his face with a plastic bag, offends every tenet of a civilised system of justice,” the judge stated. He said the method violated the absolute prohibition against torture and cruel, inhuman and degrading treatment under Section 18(2) of the Constitution of Eswatini. “There can be no justification, no circumstances and no duty that can excuse it. It is abhorrent to the conscience of this court and to all right-thinking members of society,” Justice Masuku said.

The judgment follows an earlier ruling delivered on June 4 in which the court found the defendants liable for Hlongwane’s unlawful arrest and detention on August 15, 2020 as well as his assault and torture by Constable Detective Shiba and Constable Tsabedze.

Civil society welcomes sex offenders register move

By Bongiwe Dlamini, eSwatini Observer, 19 October 2026

SOURCE

SWAGAA Director Nonhlanhla Dlamini and One Billion Rising Eswatini Coordinator Colani Hlatjwako

Swatini Action Group Against Abuse (SWAGAA) Director Nonhlanhla Dlamini said the development was long overdue, considering that the Sexual Offences and Domestic Violence (SODV) Act was enacted in 2018.

The reaction follows government’s move towards operationalising the National Register for Sex Offenders by advertising the post of Registrar of the National Register for Sex Offenders. The post was advertised by the Civil Service Commission (CS). The recruitment marks a step towards putting the register into operation, following years in which provisions of the SODV Act had yet to be fully implemented.

The need for the register is contained under Part IX, Sections 56 to 59 of the Sexual Offences and Domestic Violence (SODV) Act, 2018.

The register is intended to support the implementation of the law by providing a mechanism for recording sex offenders in accordance with the applicable legal requirements, strengthening efforts. She said the organisation was hopeful that the register would achieve its intended purpose of protecting children, women and other vulnerable groups from repeat offenders.

“We are happy that finally government is working on operationalising the National Register for Sex Offenders,” said Dlamini. She explained that, without an operational register, convicted sex offenders have been able to secure employment in environments where children were present, exposing minors to the risk of sexual abuse.

Dlamini said some offenders deliberately sought employment in places that brought them into close contact with children, making it necessary to have a system that would prevent repeat offenders from accessing such opportunities.

Campaigning for elections illegal for now – AG

By Ntombi Mhlongo, Times of eSwatini, 16 October 2026

SOURCE

SIBEBE – Hold your horses!

The campaign trail for the 2028 general elections has not yet officially opened, and anyone campaigning at this stage could be committing an offence.

Attorney General (AG) Sifiso Mashampu Khumalo has warned aspiring Members of Parliament (MPs) and those hoping to be re-elected that campaigning before the legally permitted period is against the law, cautioning that those who engage in the practice could face legal consequences if sufficient evidence is produced.

Khumalo was speaking during the final day of the retreat for MPs held at Sibebe Resort, where the legality of activities by aspiring candidates ahead of the 2028 national elections was questioned.

The issue was raised by Nkhaba MP Hope Shiba, who expressed concern over what he described as widespread campaigning across the country, coinciding with the Elections and Boundaries Commission’s (EBC) voter education and registration activities.

Shiba told the retreat that some individuals who are not sitting MPs were allegedly using community projects and other initiatives to market themselves to voters ahead of the elections.

He said some aspiring candidates were reportedly securing projects through Microprojects, raising questions about whether such activities amounted to campaigning before the official campaign period.

The MP said he had approached the EBC seeking clarity on the matter, but was reportedly informed that there was nothing wrong with individuals marketing themselves ahead of the elections.

This, he said, left him questioning the distinction between marketing oneself and actively campaigning for political office, as well as whether such activities could undermine the transparency of the electoral process.

Responding to the concerns, Khumalo maintained that the campaign period had not yet opened and that campaigning at this stage is unlawful.

“Campaigning now is against the law. It is an offence, but an offence must be accompanied by evidence,” he said.

The AG, however, explained that distinguishing between ordinary community assistance and electioneering could be challenging, as providing food parcels or other forms of assistance to members of the public did not automatically amount to campaigning.

6 012 girls receive HPV vaccine in 10 days

By Sifiso Nhlabatsi, eSwatini Positive News, 20 October 2026

SOURCE

MBABANE: A total of 6 012 schoolgirls have received Human Papillomavirus (HPV) vaccine doses in Eswatini in just 10 days, as the Ministry of Health intensifies efforts to protect children against cervical cancer.

According to the ministry’s latest update, the figures were recorded between October 7 and 16, 2026, under the ongoing school-based HPV vaccination campaign targeting nine-year-old girls.

Of the total number vaccinated, 5 911 girls received their first dose, while 101 received their second dose, reflecting the campaign’s efforts to reach eligible children at different stages of vaccination.

The exercise involves health practitioners visiting primary schools across the country to administer the vaccine, while also reaching girls who missed their previous doses.

The campaign is aimed at strengthening early protection against HPV, a virus responsible for almost all cases of cervical cancer.

US, eSwatini sign landmark E4.1bn health agreement

By Ntombi Mhlongo, eSwatini News, 13 December 2025

SOURCE

MBABANE: The Government of the Kingdom of Eswatini and the United States (US) Government have entered a new chapter in their two-decade partnership to combat HIV.

This follows the signing of a landmark US$242 million (approximately E4.1 billion) bilateral memorandum of understanding (MoU) at the American Corner in Mbabane.

The agreement, which was formalised in Mbabane, marks what US Embassy ChargĂ© d’Affaires Marc Weinstock described as “a new chapter in our history of cooperation on health—the foundation of security, prosperity and many other goals shared between our nations.”

Speaking during the ceremony, Weinstock shared that the US Government plans to contribute up to US$205 million (approximately E E3.485 billion) over the next five years, while the Government of Eswatini has committed to increasing domestic health spending by US$37 million (approximately E629 million) to progressively take on more financial responsibility as US funding tapers during the MoU period.

Weinstock emphasised that the US remains Eswatini’s largest development partner, both bilaterally and through global institutions.

“I want to assure you that the United States remains Eswatini’s largest partner, both bilaterally and through international multilateral institutions,” he said.

The ChargĂ© d’Affaires highlighted the recent introduction of lenacapavir, a groundbreaking twice-yearly HIV prevention injection.

Describing it as a major scientific advance, he said the American innovation was brought to Eswatini within months of its approval in the US, with government funding access for thousands of emaSwati. Reflecting on the broader partnership, Weinstock stated that over the past 20 years, America’s investment in Eswatini has saved thousands of lives, transformed the local economy and strengthened the health system.

Support for Eswatini’s HIV response alone, he said, has exceeded US$900 million (about E15.3 billion) over the two-decade partnership.

He explained that the newly-signed MoU is designed to directly support Eswatini’s goals for a sustainable HIV response as set out in the National Multisectoral HIV/AIDS Strategic Framework for 2024–2028.

Senator calls for church regulation to restore moral order

By Siphosethu Dlamini, Times of eSwatini, 15 December 2025

SOURCE

MANZINI: Manzini Metropolitan Evangelical Church Elder and Senator Isaac Magagula has urged churches to embrace regulation to restore moral order and safeguard the integrity of religion.

Speaking during the church’s Pastor’s Appreciation Day in Manzini yesterday, Magagula said the growing wave of immoral behaviour now visible within religious spaces once known for peace and discipline could no longer be ignored.

Warning that the body of Christ was under serious attack from acts of misconduct and disorder, Magagula said: “The church and religion in this era are under severe attack from the devil’s schemes. We now see antichrist acts within churches — things once unheard of in environments meant to uphold social and spiritual order.”

He emphasised that his call was not an attempt to lobby for churches to fall under parliamentary regulation, despite his role as a legislator. “I am not speaking here as a parliamentarian, but as a senior citizen concerned about the moral direction of our nation,” he said. He expressed concern that acts such as gender-based violence, femicide, rape, passion-related crimes, cultism and power struggles were now surfacing within churches, threatening unity and dignity.

Magagula clarified that church regulation was not about government interference, but rather about establishing an effective framework to ensure accountability and harmony between churches and the State. “It is not about government poking its nose into church matters,” he explained. “It is about creating a self-regulatory structure that ensures churches function properly and contribute meaningfully to social order and democratic governance.”

He revealed that the issue of church accountability had been discussed several times in Parliament, focusing on curbing misconduct that brings disrepute to the church and undermines public trust.

‘Politicians’ pay-raise unsustainable, insensitive’

By Sibusiso Dlamini, eSwatini Observer, 14 December 2025

SOURCE

The rise in politicians’ pay driven by the civil service salary review is financially unsustainable and out of step with the country’s economic realities, businessman and former senator Walter Bennett has said.

He is on that account, questioning whether the Royal Commission played its role in making recommendations regarding politicians’ benefit under Finance Circular No. 2 of 2023, and if they properly weighed the country’s capacity to carry the cost.

If implemented as set out in the Circular, each backbench member of Parliament will be entitled to an ex-gratia payment of just over E1 million at the end of the 12th Parliament in 2028, a figure equivalent to one year’s basic salary after the review.

Bennett said the projected payouts exposed a widening gap between political office-bearers and the economic circumstances faced by ordinary citizens and the broader public service, at a time when the economy is under strain and government finances are tight.

“This is not something that requires an economist to understand. You simply look at the state of the economy and ask how this level of remuneration can be justified or sustained going forward,” Bennett said in an interview.

Under the Circular, an MP (backbencher) currently earns an annual basic salary of E613 258, or E51 104.83 per month, based on the entry notch. Following the salary review, the monthly basic salary rises to E83 984.24, translating to an annual package of E1 007 810.88.

The ex-gratia payment, defined as a once-off payment equal to 12 months’ basic salary before tax, would, therefore, exceed E1 million per MP at the end of the parliamentary term.

The review alone increases the ex-gratia entitlement by E394 552.88 per backbencher.

With 79 backbenchers in a 103-member Parliament, which also includes 20 Cabinet ministers, two presiding officers and two deputy presiding officers, the projected cost for ex-gratia payments to backbench MPs alone stands at E79.6 million.

Montigny Investments reaches historic agreement with Mashumi Shongwe’s FESWATU, no worker will earn less than R3500.00 per-month

By Bongiwe Dlamini, Swaziland News, 15 December, 2025

SOURCE

MBABANE: Montigny Investments has reached a historic agreement with the Federation of Swaziland Trade Union (FESWATU) whose President is Mashumi Shongwe, the successful negotiations will result to all workers of the forestry company earning not less than three thousand five hundred Rands (R3,500.00) per-month [about 210 US dollars].

Speaking during a thanksgiving event at Zombodze Emuva last week, the FESWATU President described the agreement with Montigny as historic adding that, it was reached without any pressure through a strike action, he applauded the forestry company for recognizing the importance of decent wages for workers.

“This is historic and demonstrates Montigny’s commitment to improving the welfare of workers. It’s not normal in the industry to see a company demonstrating commitment to negotiate and agree to increase salaries without any pressure,” he said.

On another note, Montigny has become one of the first companies in the country to agree to the R3,500.00 basic minimum wage advocated by among others, TUCOSWA, the Trade Union Congress of Swaziland.

FESWATU is not a member of TUCOSWA but positioning itself as a federation that “promotes peaceful engagement between workers and employers for possible settlements without any strike action”.

RACISM AND THE 'TIMES OF SWAZILAND'

Racist hysteria has gripped one section of the Swazi press following the claim that a group of Asian members of al Qaeda are hiding in Swaziland.

Vusi Sibisi, a top columnist of the Times of Swaziland, the kingdom’s only independent newspaper, makes the absurd claim that Swazis ‘should be very much afraid’ of Asians in their midst.

He writes, ‘Initially the response likely to be triggered by the news that we might have terrorists within our midst is alarm and panic accompanied by the pungent smell of fear. And we should be very much afraid because we do not know what the mission of these terrorists is or if they are merely using this country as a hideout or a launch pad for their murderous missions.’

He then goes on to claim that ‘the frightening inward flood of Asians’ into Swaziland over the past few years has infiltrated ‘every fibre of Swazi society within every nook and cranny of this country to the extent that by and large they have become the second citizens – far better treated than the majority of the people’.

He then goes on to talk of Asians ‘flooding’ the kingdom and bringing nothing of value in terms of investments.

Complete and utter rubbish of course, and Sibisi, who has a fine record of speaking up for democracy and writing against the ruling class in Swaziland, should know better.

Asians are treated just as badly as Swazis by the ruling elite and have no special privileges.

The Swazi media have an inglorious history of racism and have many times attacked Muslims. They have also allowed the arch racist and businessman Walter Bennett space to peddle his own filth against immigrants.

One of the main ‘concerns’ of the racists is that the Asian immigrants run small businesses (‘fish and chip shop businesses’ they call them in Swaziland) and the implication is that they are taking away businesses that Swazis could do.

I’ll leave it to you to decide whether local Swazis would be setting up the businesses if the Asians weren’t there.

CALL TO EXTEND POLITICS PURGE

After the Swaziland Government launched its purge of civil servants who have an interest in politics, comes a call for schools, universities and colleges to be targeted next.

The Public Service Bill which is going through parliament states that civil servants who are considered by the Swaziland ruling elite to be ‘political’ would be given the chance to recant and if they didn’t they would be sacked from their jobs.

The new bill, which could become law as early as next month, says it will be an offence for a public servant to be ‘visibly associated’ with a political formation or organisation. It will also be an offence to be a member of a political party.

Now, Walter Bennett, a prominent businessman and former Swaziland Senator, has called for schoolteachers and college and university leaders to be screened to see whether they are supporters of the Tinkhundla system of government. If they are not, they should be sacked, he says.

Under Tinkhundla all political parties are banned and King Mswati III, sub-Saharan Africa’s last absolute monarch, makes all the important decisions. Last year he unconstitutionally appointed Barnabas Dlamini as the kingdom’s prime minister.

According to the Swazi Observer, the newspaper in effect owned by King Mswati, Bennett told a gathering at Lozitha primary School last week that it was high time the government screened college and university leaders to make sure they supported the political system in Swaziland.

The Observer quoted him saying, ‘Every time we see students from the colleges and the university march and one wonders why. Some of the students disappear after getting allowances,” he said.

He said teachers who are against the Tinkhundla system should also be removed. Bennett said principals should also make sure that teachers in schools adhere to our system of governance.

Bennett has a reputation for outspokenness and is unafraid to speak out on matters he knows little about (see for example his comments on HIV and his call to beat up workers). He is also openly racist and has regularly verbally attacked Asians.

Despite his shortcomings as a social and political commentator, Bennett is afforded considerable respect by the Swaziland media and many ordinary Swazis so unfortunately we cannot simply ignore his latest ranting.
