One Billion Rising eSwatini concerned as Gender Based Violence (GBV) women’s rights violations not receiving attention from Government

By Bongiwe Dlamini, Swaziland News, 14 November, 2024

SOURCE

MANZINI: Colani Hlatjwako, the One Billion Rising Africa Regional Coordinator, has expressed concern as Gender Based Violence (GBV) issues continue to be ignored by the Government.

Hlatswako disclosed this during a media and stakeholders engagement meeting held at Shosholoza-Manzini on Thursday morning.

“In Eswatini, it looks like so much has changed, but at the same time it feels like little has changed. The rights of women are completely being undermined and eradicated. It is concerning that Gender Based Violence and women’s rights violations do not receive the same level of attention by government as compared to other issues. As One Billion Rising Eswatini we unequivocally condemn the horrific killing of women and all forms of violence in Eswatini. This violence not only violates fundamental human rights but also undermines the dignity and safety of entire communities. We stand in solidarity with the victims and survivors, demanding justice and accountability. It is imperative that the government and society as a whole take urgent action to eradicate this violence, protect the vulnerable, and create an environment where all individuals can live free from fear and discrimination. The time for change is now—every life lost is a tragedy that must propel us toward a future of equality and respect for all”, said the One Billion Rising Africa Coordinator.

Hlatjwako further mentioned that the purpose of the engagement, was “to communicate the significance of the transformative feminist leadership training”, while ensuring that, it has a broader impact and creates lasting change.

“We are seeking to build solidarity on the advocacy actions that will be carried forward. Also we got to share progress on our work in the community circles,” she said.

Govt’s E50m debt contributes to EEC tariff hikes

By Stanley Khumalo, Times of eSwatini, 11 November 2024

SOURCE

MBABANE: As government fails to pay its electricity bill, which is in excess of E50 million, consumers suffer the most as they tend to pay for it through tariff increments.

The proposed electricity tariff hike has spotlighted a significant revenue loss issue, impacting consumers, as government fails to pay its over E50 million bill. As the threat to have the value of electricity units depreciate due to a proposed electricity tariff hike of 25.51 per cent and 27.06 per cent in the two upcoming financial years, this publication has established that not only does government still have post-paid metres, but it also fails to service the accrued debt.

As such, this burden is then shifted to the ordinary citizen, through proposed electricity tariffs hikes, which, according to the proposal made by the Eswatini Electricity Company (EEC), are to, among other things, set to rehabilitate and maintain power stations in a quest to ensure a steady grid.

EEC is a Category A state-owned enterprise in terms of the Public Enterprise Control and Monitoring Act No.8 of 1989, wholly-owned by the Eswatini Government. It is regulated under licences granted by the Eswatini Regualtory Authority (ESERA) to generate, transmit and distribute electricity in terms of the Electricity Act 2007.

EEC generates, transmits and distributes electricity to industrial, mining, commercial, agricultural and residential customers. It also imports electricity from the Southern African Development Community (SADC). Government ministries and parastatals owe EEC varying amounts and at different instances, the utility has disconnected the entities; however, it is later restored without the debt being fully settled. This is against the backdrop of the EEC having reported in its annual report that it had recorded a negative operating profit for the financial year ended March 31, 2024; a situation that is not desired.

The profits, when scrutinising the EEC financial reports, have been trending downwards over the past five years, mainly due to the cumulative effect of adverse tariff decisions. The utility reported that while absorbing very high increases from electricity import tariffs, it was granted an average tariff increase of 9.08 per cent for the financial years 2023/24 and 2024/25.

eSwatini workshop on implementation of the Biological Weapons Convention

E.U. Press and information team of the Delegation to Eswatini, 13 November 2024

SOURCE

Biological weapons pose a real threat to global peace and security, hence the need for coordinated biosecurity strategies, reinforcing the critical role of the Biological Weapons Convention in mitigating the biological threats from any source, be it natural, accidental or deliberate.

EU [European Union} Charge d’Affaires, Eva-Maria Engdahl, said this on 13 November 2024 at the opening of a two-day Awareness and Capacity-Building Workshop on the Implementation of the Biological Weapons Convention held at Hilton Garden hotel in Mbabane.

Engdahl said the Biological Weapons Convention (BWC) plays an indispensable role in the global disarmament landscape and in fostering peace and security globally.

She then commended the Kingdom of Eswatini for making significant steps toward implementing the BWC, particularly through the recent appointment in July 2024 of the country’s first National Contact Point at the Ministry of Natural Resources and Energy. This appointment, according to Engdahl, marks an important commitment to advancing biosecurity practices in Eswatini and improving national coordination in countering biological risks.

Blow to farmers: drought kills 170 cattle

By Thokozani Mamba, Times of eSwatini, 11 November 2024

SOURCE

LUBULINI: Disaster!

This resonates with the suffering of farmers from four communities, who have lost 170 cattle due to drought. In a space of five months, four communities; namely Mcocwane, Sinyamantulwa, Bhadlane and Lugaganeni, lost a combined  170 cattle due to the drought, as the rivers and dams have dried up, as a result of the persistent dry spell. When these communities were visited over the weekend, it was established that some of the rivers and dams had dried up, while other communities have no rivers and water supply.

Noteworthy is that bones and carcasses of cattle were found in the veld in these communities. It was also established that some of the cattle died while trying to drink from some of the drying streams and dams. A resident of Bhadlane, Mahlathini Matse, lost a herd of 49 cattle due to the drought. Another resident, Mzileni Dludlu, lost 15 cattle. Dumsile Shongwe from the same community also lost 15. At Lugaganeni, Nduku Nhleko lost 16 cattle, while Bakhetsile Shongwe also suffered a loss of 10 cattle. Interviewed about this tragedy, community members collectively expressed their suffering, as they survive through selling their livestock to raise money for their families. They further urged government to intervene and make means of compensating the farmers.

Graduates urged to uphold discipline disposition

By Crime Watch, eSwatini Observer, 9 November 2024

SOURCE

Academic achievements by police officers raises the profile of the Royal Eswatini Police Service, portraying it as a learning organisation.

National Commissioner of Police Manoma Vusi Masango speaking during a meeting with police officers, who recently graduated from different institutions of higher learning said the academic achievements of the officers have a bearing both on personal and organisational levels.

He said the general belief was that education at a higher level broadens the mind and completes the professional training received at the Police academy, which translates to better service delivery.

The national commissioner noted that the police service, for the longest time, had been aligned with certain stereotypes but with more officers acquiring academic achievements these will fade away.

He said the police service been associated with poorly educated people for a long time but was hopeful that it would be a thing of the past as more officers get educated.

“Having more of our officers graduating in various disciplines from different institutions of higher learning adds to the value of the organisation’s human capital and serves to quash these stereotypes. Furthermore, the organisation in its entirety, earns respect and confidence of the community.”

He said these newly acquired academic qualifications presented a challenge to the officers as it meant they will have to work extra hard in all their duties to prove themselves and not be complacent. He said the qualifications do not necessarily mean the officers should look down upon authorities and their colleagues.

The graduates were urged to continue working in harmony with their colleagues as some have vast experience which no level of education would be equal.

Task team to probe workers’ rights violation claims

By Timothy Simelane, Times of eSwatini, 13 August 2024

SOURCE

MBABANE: Government has assembled a high-powered task team to investigate the alleged violation of workers’ rights, as concluded by the recent International Labour Conference.

The task team will conduct its functions backed by the Commissions of Enquiry Act. This year was the 16th time Eswatini came under discussion for allegedly violating the same International Labour Organisation (ILO) convention. The conclusions of the conference dealt with a number of alleged workers rights violations, such as the alleged harassment in the education sector involving the President of the Swaziland National Association of Teachers (SNAT), Mbongwa Dlamini, and the teargassing of workers in a bus. They also included the brutal murder of Human Rights Lawyer Thulani Maseko, who represented workers on legal issues and alleged physical attacks of trade unionists such as Sticks Nkambule, General Secretary of the Swaziland Transport, Communication and Allied Workers Union (SWATCAWU), who fled the country.

Minister of Labour and Social Security Phila Buthelezi announced a 14-member committee comprising of government office bearers. It will be chaired by Principal Secretary in his ministry, Makhosini Mndawe, while members include Acting Director of Public Prosecutions Lomvula Hlophe, Assistant Attorney General Mndeni Vilakati, Principal Secretary of the Ministry Housing and Urban Development Dr Simon Zwane and others. The minister said the task team had been empowered by Cabinet, among other things, to verify the allegations that were made during the discussion of the country in Geneva, by summoning and examining witnesses under oath. It will also demand disclosure of information, documentation, and book, including conducting site inspections, in terms of Section 11 of the Commissions of Enquiry Act.

It will also co-opt any relevant government ministry, department or institution, including inviting officials from the ILO, as may be necessitated by the need to validate and/or obtain clarities in the implementation of the ILO conclusions, comments or recommendations. The team will also consult with social partners and other relevant stakeholders. The minister said government had exerted enormous effort to enhance relations with the social partners, including attendance to various workers’ events, such as May Day. “Government was taken aback by the discussion of the country during the recent International Labour Conference, wherein the country was accused of violating ILO Convention 87. “This discussion was viewed by government to have been premature and constitute a major setback to the concerted efforts of reaching out to join hands with the labour movement to promote the spirit of tripartism and social dialogue on worker-related issues,” he said.

Buthelezi said government committed itself to addressing the conclusions of the Conference. “As a result, Cabinet has deemed it proper to appoint a Government Technical Task Team to consider with a view to address, the conclusions that were adopted by the Conference in June.  During the 112th session of the annual International Labour Conference, government was among the list of 24 countries, which were discussed by the Conference Committee on Application of Standards (CAS), wherein the government was requested to provide information regarding the implementation of Convention No. 87 on Freedom of Association and Protection of the Right to Organise Convention (1948), ratified by Eswatini on April 26, 1978.

Activists call for ‘decisive’ SADC action on crisis-ridden eSwatini ahead of Harare summit

By Victoria O’Regan, Daily Maverick (South Africa), 13 August 2024

SOURCE

Activists calling for political reforms in Eswatini have urged the Southern African Development Community (SADC) to take decisive action to deal with the deteriorating situation in the kingdom, ahead of the 44th SADC Summit in Harare, Zimbabwe, this week.

In a 1 August letter addressed to the SADC Secretariat and its member states, the Multi-Stakeholder Forum (MSF) – a coalition of political parties and civil society pro-democracy organisations – called on the regional bloc to “intensify its engagement with the Eswatini government” and apply “pressure to ensure that the recommendations previously made by SADC are fully implemented”.

“As the 44th SADC Summit approaches, we implore you, the Heads of State and Government, to take decisive action to address the deteriorating situation in Eswatini. The time for collegial approaches has passed; SADC must now assert its position firmly and revive the stalled and prolonged efforts to resolve the situation in Eswatini,” the letter read.

“Despite numerous recommendations from SADC and the international community, the Eswatini government continues to violate the fundamental civil rights of its citizens, contravening several SADC protocols and charters.”

The group listed its demands, which include a “genuine, inclusive dialogue” with the Eswatini government, civil society, unions, political opposition and the regional community “to chart a path forward”; the SADC monitoring the government’s implementation of its recommendations and the status of civil rights in the country by requesting detailed reports from the Eswatini government; and the SADC ensuring these reports are made public.

Speaking to Daily Maverick, MSF spokesperson Sivumelwano Nyembe said the forum viewed the implementation of a “national dialogue to be of urgency”. The MSF has, for years, called for an “internationally mediated dialogue” with the primary aim of reforming the current political system in the country and ushering in a new constitution that guarantees multiparty democracy.

Government wins Supreme Court appeal against assassinated human rights lawyer Thulani Maseko and other political activists

By Zweli Martin Dlamini, Swaziland News, 13 August, 2024

SOURCE

MBABANE: Thulani Rudolf Maseko, the assassinated eSwatini human rights lawyer has lost a Supreme Court case declaring provisions of the Suppression of Terrorism unconstitutional.

The lawyer who was allegedly assassinated by King Mswati’s mercenaries for demanding democracy, had challenged the constitutionality of the Suppression of Terrorism Act together with Mlungisi Makhanya, the President of the People’s United Democratic Movement (PUDEMO), the late former PUDEMO President Mario Masuku and current Deputy Secretary General(DSG) Maxwell Dlamini.

But Government successfully appealed Judge Mbutfo Mamba’s judgement declaring some provisions of the Supression of Terrorism Act unconstitutional.

Chief Justice (CJ) Bheki Maphalala,Justice JM Van Der Walt, Justice JM Currie, Acting Justice MJ Manzini and Acting Justice LM Simelane ruled that, the fact that PUDEMO was proscribed without being afforded the right to be heard does not mean provision of the Supression of Terrorism Act should be declared unconstitutional.

“The underlying reasoning essentially boils down to this-because the Respondents we’re not afforded an opportunity to be heard before PUDEMO was declared a specified entity, sections 11(1) and (2) of the STA Act are invalid and unconstitutional, since they have been declared “terrorists” without being heard. As indicated earlier, the above reasoning conflates the process of proscription without a criminal trial. Whether or not Respondents were afforded an opportunity to be heard before PUDEMO was proscribed as a specified entity is a separate issue. Moreover, could the Majority have reached a different conclusion if none of the Respondents had admitted to be members of PUDEMO?. It is implicit in the reasoning of the Majority that in the latter instance, no infringement would have been found to exist”,  reads the Supreme Court judgment in part that upheld the appeal and dismissed the application by Maseko and others.

Eswatini is ruled by King Mswati as an absolute Monarch, political parties are banned and declared as terrorists for demanding democracy while human rights defenders, political activists, independent journalists and  pro-democracy Members of Parliament(MPs) are arrested, tortured or even killed.

Thulani Rudolf Maseko, the human rights lawyer who was among those challenging the constitutionality of the Supression of Terrorism Act that is used against those demanding democracy, was assassinated allegedly by King Mswati’s mercenaries and a few hours after King Mswati threatened those calling for democracy.

Before Government declared PUDEMO as a terrorist entity, King Mswati issued an order directing the then Prime Minister Barnabas Sibusiso Dlamini to ensure that, citizens calling for democracy are strangled to death.

As a result of the King’s order, Sipho Jele, a member of the People’s United Democratic Movement (PUDEMO) was allegedly arrested and subsequently killed by the inside prison, the judgement was delivered by the Supreme Court on Tuesday.

Complete restoration of police service through prayer

By Crime Watch, eSwatini Observer, 14 August 2024

SOURCE

The National Commissioner of Police – Vusie Manoma Masango believes in the complete restoration of the Royal Eswatini Police Service as a law enforcement agency through heavenly intervention.

Masango revealed this during a thanksgiving prayer service for a successful Police Day celebration held at the Police Academy last week Wednesday. He stressed the importance of giving thanks to the Almighty God for a perfect Police Day, quoting the scripture from Luke 17, whereby the only leper who went back to Christ was completely restored.

“We are praying for the complete restoration of the police organisation,” he said.
The police chief stated that the thanksgiving service a completion of a sequence of prayer services was that preceded the Police Day celebrations.

He recognised and appreciated the legacy and vision of the then acting national commissioner for seeking divine intervention for a successful Police Day. He expressed sincere gratitude to all the men of the clergy who were responsible for sharing the Word of God during the services.

The national commissioner noted that the policing mandate demands that officers be guided by the Almighty God and not rely on human intelligence in the performance of duty. He said divine intervention is important because police cannot successfully combat crime on their own accord.

He said police officers need to individually and collectively seek the Lord’s intervention and guidance in the execution of the policing mandate.

Spokesperson Percy Simelane says King Mswati not in any way involved in secret ship dealings with sanctioned Russia, hoisting of flag not authorised

By Zweli Martin Dlamini, Swaziland News, 9 August, 2024

SOURCE

MBABANE: King Mswati is not, in any way involved in ships dealing with Russia, his Spokesperson Percy Simelane has clarified.

The King’s Spokesperson was responding to this Swaziland News on Thursday evening after being asked to clarify allegations contained in an article published by News24 suggesting that, ships with eSwatini flag, assisting Russia to transport oil and other goods “have been banned” by the United Arab Emirates(UAE).

“To the best of my knowledge, we have no ships anywhere in the seas as a country. We have not authorized any hoisting of our flag or Blue Peter on any ship or boat anywhere in the world”, said the King’s Spokesperson.

It has been reported that, the eSwatini flag “is now on a list that restricts calls to UAE ports and waters”,’ according to a government circular posted on the Port of Fujairah website, Eswatini was allegedly colluding with Cameroon to assist Russia amid United States (US) sanctions.

“Vessels sailing under both flags have transported oil for Moscow after it assembled a shadow fleet of ships to help keep sanctioned supplies moving. The ban won’t apply to ships assessed by a wider international classification body. Flag states are key to maintaining safety standards in global shipping. For oil tankers, Liberia and the Marshall Islands are among the largest providers, but after the invasion of Ukraine a series of less well-known flags emerged, with questions about the strength of their safety standards. Eswatini-formerly Swaziland-is a particularly new player, with no ships sailing under its flag in 2023, according to Clarkson Research Services, a unit of the world’s largest ship broker. That number is now at 26 ships, though not all of them would be tankers. Of 18 Eswatini-flagged ships visible in ship-tracking data compiled by Bloomberg, the ownership of 16 is unclear. Several tankers on that list have hauled oil produced in Russia and Iran, according to Kpler data”, News24 reported.

eSwatini allegedly assisting Russia to register ships amid US sanctions, tankers now bear Swazi flag

By Bongiwe Dlamini, Swaziland News, 21 May, 2024

SOURCE

MBABANE: News24, a South African online publication reported on Monday that, dozens of Russian tankers remain stuck doing nothing months after being sanctioned by the Treasury Department, a signal of the US’s scope to disrupt Moscow’s petroleum supply chain if it chooses to.

The report further suggests that, since October, forty (40) ships involved in Russia’s oil trade have been added to the Treasury’s list of designated entities, mostly for breaching a price cap that’s meant to restrict the Kremlin’s access to petrodollars.

But amid the US sanctions, the landlocked tiny Kingdom of eSwatini is now registering ships with an alleged intention to assist Russia and other sanctioned countries.

“The data show five of the Hennesea tankers are also operating with new identities, all of them now sailing under the flag of Eswatini. The tiny land-locked country in southern Africa, formerly known as Swaziland, is among the latest to offer ship registry services. This comes after the International Maritime Organisation (IMO) issued a warning in April regarding flags it identified as fraudulent. It raised specific concerns over flags purportedly administered on behalf of Guyana and Eswatini respectively,” News24 reported.

No political will to deal with evictions

By Son of the Soil, Times of eSwatini, 20 May 2024

SOURCE

The Kingdom of Eswatini faces escalating international scrutiny due to recurring incidents of forced evictions, predominantly executed by governmental entities, private enterprises and occasionally, municipal authorities. These evictions are frequently accompanied by the demolition of residential properties in a manner that seemingly contravenes both the national Constitution and various international human rights agreements to which Eswatini is a signatory.

The United Nations Committee on Economic, Social, and Cultural Rights categorises forced eviction as the non-voluntary displacement of individuals, families, or communities from their homes or lands, devoid of legal protections or recourse. Fundamental to this discussion is the universal human right to property ownership, either individually or collectively, as safeguarded by Section 19 of our Constitution, which explicitly outlaws compulsory property deprivation under arbitrary conditions. The core of this provision underscores the necessity of protecting human proprietary rights.

In disputes concerning land or property ownership, a primary consideration is the determination of the rightful title holder, which could range from traditional chiefs overseeing Eswatini Nation Land, private landowners, or municipal authorities backed by statutory provisions. Such considerations become particularly complex when residential developments emerge on contested lands. The challenge arises when an entity asserting land ownership overlooks the rights of current occupants, who are often economically disadvantaged citizens lacking secure tenure, placing them in a profoundly vulnerable position.

It is essential to recognise that both local and international human rights frameworks staunchly oppose prioritising the rights of those with superior claims over ordinary citizens’ rights. Our Constitution explicitly details conditions under which property deprivation is permissible, such as through lawful procedures that ensure prompt, fair and adequate compensation; guarantee access to justice; and are sanctioned by a court order. Regrettably, numerous instances of forced eviction in Eswatini have transpired without adhering to these fundamental standards, violating constitutional safeguards on property rights.

Over 700 vacancies crippling agriculture - PS

By Nonduduzo Kunene, eSwatini News, 17 May 2024

SOURCE

LOBAMBA: The Ministry of Agriculture has over 700 vacant posts that have crippled service delivery, among other challenges.

The figures were disclosed by the Principal Secretary, Sydney Simelane. He said the hiring freeze had crippled their service delivery, because retired and deceased officers had not been replaced since 2018, when the circular was introduced.  “We are a big ministry and we need officers. Currently, we have more than 700 vacancies, which have affected our service delivery,” he said.

The PS made this presentation when he was leading the Ministry of Agriculture before the Public Accounts Committee (PAC) yesterday. The deputy chairperson of the PAC Manzi Zwane, who is also the Chairman of the House of Assembly Public Service Portfolio Committee, said he was worried about the number of vacancies in the ministry.

He asked the PS if he submitted the vacancies to the Ministry of Public Service, which is responsible for hiring civil servants. “We have heard that the hiring freeze was lifted and controlling officers can fill vacant posts,” he said.
The human resources officer, in response, told the MPs that despite the Ministry of Public Service issuing a circular that stated that the hiring freeze had been lifted, the situation on the ground had not changed.

The officers highlighted that before the circular, officers had to ask for a waiver from Cabinet. It was stated that the difference was that the waiver had to be requested at the public service Ministry and posts would be issued based on the available budget. The officers said even before this circular, posts were issued based on the available budget.
The controlling officer also told the PAC that for this financial year, he had asked for 60 posts for extension officers, but he was granted only four.

Public Accounts Committee wants forensic audit

By Phephile Motau, eSwatini Observer, 21 May 2024

SOURCE

THE issue of unaccounted for COVID-19 response project funds continues to haunt the National Disaster Management Agency (NDMA) as members of the Public Accounts Committee (PAC) have called for a forensic audit.

This was during the appearance of the deputy prime minister’s office yesterday, where it emerged that over E30 million funds were still not unaccounted for.

The auditor general found that there were unaccounted for funds amounting to E30 936 877.72 for the COVID-19 response project in the financial year ended March, 2021.

The AG said the audited financial statement (detailed statement of comprehensive income), reported a total expenditure amount of E349 955 313, whereas the records and management performance report submitted to his office represented an expenditure amount of E319 936 887.72 for the project.

This indicated unaccounted for expenditure designated for the COVID-19 Response Project.

However, the response by the DPM’s office yesterday showed that the issue had been resolved, yet the AG’s office said it remained unresolved.

Congo failed coup - eSwatini political party blasts Mswati

Swati Newsweek, 22 May 2024.

SOURCE

SWALIMO abhors dirty political meddling by the eSwatini royalty in foreign territories.

The Swaziland Liberation Movement (SWALIMO) is noting with serious concern the continued tendencies by Eswatini royalty of wanting to meddle in other countries state affairs unwarrantably.

We have for years been concerned about the continued Taiwan-Eswatini relations even when it became clear to all other countries of the world that Taiwan belongs to the Mainland China yet King Mswati has stubbornly associated with the province, while dragging the state along.

Recently the Botswana government complained of King Mswati’s hosting and dining the former President of Botswana Ian Khama who is a wanted fugitive in that country.

As of current we are getting reports of a barbaric coup attempt in the Democratic Republic of Congo (DRC) by elements very attached to a senior Prince trained by the last breath of the Muammar Gaddafi regime who unfortunately is son to King Mswati 111.

These trends are disturbing to us all as a nation as they point towards a banana republic system that is presided mafia style and will eventually lead to political chaos when foreign nations decide to revenge Eswatini’s meddling in their territorial affairs. The coup attempt tells us that indeed Eswatini royalty is priding itself in the tensions between other nations of the world.

It is very unfortunate that Eswatini’s royalty is also the ruling oligarch which means the Eswatini state is now frowned upon by many countries of the world. We have always been calling for democracy in this country so that at the end royalty can be easily identified outside of the state because we have never seen a kingship that prides itself in causing havoc in other territories unnecessarily while employing tools of the state.

The Eswatini royalty needs to be governed and controlled soon, otherwise we will find ourselves losing the peace we have come to love as foreign elements decide to visit this country to seek political revenge as it has become apparent that this country is now a breathing ground for coup plotters who want to destabilize democracies and hand dictators to the people.

MBABANE: Gabie Ndukuya, the President of the Swaziland National Union of Students (SNUS) has called upon all stakeholders to put pressure on Government as the University of Eswatini (UNESWA) closes amid shortage of water and electricity allegedly, due to unpaid bills.

Speaking to this Swaziland News on Tuesday morning shortly after Acting Registrar Richard Masuku released a memo, informing staff about a decision to temporarily close the University amid shortage of water and electricity, the Students President said, Government must be pressured to prioritize the institution of higher learning with funds and/or resources.

“The solution here is call upon all stakeholders to collectively put pressure on Government to fund the University, the crisis is escalating and affecting the students”, said the Students Union President.

Education Minister Owen Nxumalo had not responded at the time of compiling this report.

On another note, Richard Masuku, the UNESWA Acting Registrar confirmed through a memo directed to the staff that, the University was temporarily closing due to shortage of water and electricity.

“The decision was reached as a result of the disconnection of water supply by the service provider last week, and the imminent disconnection of electricity supply”, reads the memorandum in part.

The institution of higher learning Chancellor is King Mswati has been struggling without resources for some time now, as the Government prioritizes royal extravagance over the education system and other social programs.

Murder of pro-democracy activist prompts outrage

By Jason Burke in Johannesburg and Phathizwe Zulu in eSwatini, The Guardian (UK), 24 January 2023

SOURCE

Authorities in Eswatini have promised a full investigation of the murder of a leading pro-democracy activist amid widespread fears that state security agencies may have been involved.

Thulani Maseko, chairperson of a coalition of pro-democracy groups, was shot dead at his home in Luyengo, about 45km from the capital, Mbabane, on Saturday.

The murder has prompted outrage. The United Nations, European Union, the UK and many human rights organisations in southern Africa have condemned the murder and called for a thorough investigation.

“Thulani Maseko was a stalwart of human rights who, at great risk to himself, spoke up for many who couldn’t speak up for themselves,” Volker TĂ¼rk, the UN’s high commissioner for human rights, said.

“His cold-blooded killing has deprived Eswatini, southern Africa and the world of a true champion and advocate for peace, democracy and human rights.”

The tiny state, landlocked between South Africa and Mozambique, is the last absolute monarchy in Africa and has been hit by waves of unrest in recent years, prompting successive crackdowns.

Hours before Maseko’s death, King Mswati III told a parade at the Engabezweni royal residence that activists had “started the violence first” and “more trouble was coming for them”.

“People should not shed tears and complain about mercenaries killing them,” the king said.

Mswati has ruled Eswatini, formerly known as Swaziland, since 1986 and faced regular allegations of human rights abuses. Authorities are known to have hired South African private security companies to train security forces.

Alpheous Nxumalo, a government spokesperson, denied any involvement of security forces and said that an investigation was under way.

“We have no doubt the truth of this matter will be revealed … and the culprits brought to account,” Nxumalo said.

Maseko, 52, was a leading figure in the push for Eswatini to transition into a multiparty democracy. He was imprisoned in 2014 for allegedly criticising the judicial system’s lack of independence, though acquitted on appeal and released a year later.

Opposition spokesperson Sikelela Dlamini said “assassins shot [Maseko] through the window while he was inside [the] house with his family”.

The Swaziland Solidarity Network, an opposition forum based in South Africa, described the murder as “the clearest indication of the lengths to which Mswati will go to cling on to power”.

At the time of his death, Maseko was working as a lawyer for two people facing trial for offences allegedly committed during the unrest in 2021, the UN said.

In May 2021, protests by mainly young people started when a law student was murdered in circumstances that suggested police involvement. But unrest intensified dramatically when authorities said they would refuse any further “petitions” to the king, closing one of the few ways in which complaints and grievances could be expressed in the kingdom.

The protests that followed led to a more general breakdown in law and order, with sporadic arson and looting.

Observers say there are echoes in Eswatini of protests and violence elsewhere in Africa which have pitted educated and connected urban youth against longstanding rulers and elites

The country’s median age is 21 and unemployment is at more than 40%. Though the king lives in ostentatious luxury, with a fleet of luxury cars, private jets, numerous palaces and 15 wives, almost 60% of his subjects live in poverty, according to the World Bank. A large royal family also enjoys an opulent lifestyle, and members have unashamedly posted images of their extravagance on social media.

Though some local-level representatives are elected, the king effectively choses MPs, controls parliaments and appoints ministers, analysts say. Dissidents have long been silenced by a raft of repressive laws, with the largest opposition party, the People’s United Democratic Movement (Pudemo), banned under terrorism laws.

King Mswati ‘bans’ dignified funerals for members of the armed underground forces fighting his regime

By Zweli Martin Dlamini, Swaziland News, 25 January, 2023

SOURCE

MBABANE: King Mswati, an absolute Monarch, has banned all dignified funerals for members of the armed underground forces fighting his oppressive Government.

Human rights lawyer Thulani Maseko was assassinated less than forty-eight (48) hours after addressing a press conference demanding that freedom fighter Mlandvo Khumalo who was allegedly linked to the underground forces must be buried with human dignity.

Mlandvo Khumalo was allegedly killed by Mswati’s mercenaries in a joint operation with the army about three weeks ago, he was accused of attacking the King’s regiments.

National Commissioner William Tsintsibala Dlamini summoned Khumalo’s family last week and stopped the funeral, the police boss said he would have to consult with Mswati first if the funeral could be allowed to proceed.

SNAT Burial (PTY) LTD, a company that donated a coffin to the family of the freedom fighter was forced to withdraw the donation, the teachers’ funeral services company was accused of supporting terrorism.

But on Wednesday morning, the police seized Mlandvo’s corpse from his family and proceeded to Ngwane Park cemetery to bury him.

A questionnaire was sent to the National Commissioner of Police, however, he had not responded to our questions at the time of compiling this report.

But a family member who spoke to this Swaziland News on Wednesday morning confirmed that Mlandvo was buried by the police.

“We are still here at Ngwane Park, police are burying Mlandvo but they are almost done. They wanted him to be buried without a coffin after forcing the donor to withdraw the donated coffin but we tried to buy one,” said the family member.

Mlungisi Makhanya, the President of the People’s United Democratic Movement (PUDEMO) said what the King was doing was an indication that he represented nothing but the misery of the Swazis.

“We have lived with dictators as emaSwati before, but we have never experienced these levels of dictatorship as we are experiencing under Mswati. But this will not deter us, if anything, this must make Swazis realize that Mswati represents nothing, but a misery for our people. All of us have got to unite in one voice, Mswati must be held to account for all the atrocities, killings and gross human rights abuses inflicted on emaSwati,” said the PUDEMO President.

Reached for comments, King’s Spokesperson Percy Simelane said he was not aware that the King stopped the funeral, he demanded evidence to support the allegations.

“We are not aware he did. Until evidence to that effect is shared with us we will continue to doubt he did,” said the King’s Spokesperson.

Mswati, when addressing his regiments on Saturday at Engabezweni Palace vowed to deal with those calling for democratic reforms, dozens have been killed since the political unrest started in June 2021.

Russia's Lavrov Pledges Security Training to eSwatini

By AFP, 24 January 2023

SOURCE

Russia’s top diplomat on Tuesday pledged security training to Eswatini, just days after the brutal murder of a leading human rights lawyer and opposition politician.

Foreign Minister Sergei Lavrov was speaking in the landlocked country, Africa’s last absolute monarchy, a day after visiting neighbouring South Africa and just two days after Thulani Maseko was shot.

“Russia is prepared to assist Eswatini in training of security personnel, improving food production and also assistance on other issues of mutual cooperation,” Lavrov told reporters.

Following talks with Eswatini’s prime minister and other cabinet members, he said 50 Eswatini security personnel were studying at Russian defence universities.

Responding to a question on the political crisis in Eswatini, the minister said “as a matter of principle, we do not interfere with the political situations of any country”.

“We are here to promote our good relations, to create the best atmosphere for implementation of practical projects from the ground -- industry, agriculture, information communication technologies and many other things,” he said.

The weekend killing of Maseko has sparked worldwide condemnation.

Govt hires military expert for special missions

By Welcome Dlamini, Times of eSwatini, Sunday, 22 January 2023

SOURCE

MBABANE: A special military unit is now in place to deal with acts of terrorism.

Government has enlisted the services of a military consultant to assemble and train a special missions unit to focus first and foremost on counter terrorism. The special missions unit comprises of officers from both the Umbutfo Eswatini Defence Force (UEDF) and the Royal Eswatini Police Service (REPS). Already, it has been reliably established, the quick response units (which are subsidiaries of the main unit) that have been put in place in key areas across the country are ready to diffuse any acts of terror. The units operate from the air and on the ground simultaneously to hunt down individuals linked to terrorist acts and the operations reportedly happen even in the thick of the night. Whenever there are reports of the use of firearms, the special missions unit reportedly springs into action to cease those weapons and arrest those responsible for them.

Bastion Security, which is headed by Military Expert Arno Pienaar, is the company that has been engaged to conduct the training for the special unit. All along, Bastion has been providing a fire and risk management function to Montigny Forestry since 2015. Two highly-placed sources within Montigny and the country’s security cluster confirmed to the Times SUNDAY that Bastion was formally training a counter terrorism unit of the State security agencies. The sources said they were aware that there was another company in South Africa (SA) called Bastion but there was no link between the two.

“Bastion Security and Bastion Akademie are not even the least associated with each other. There is just no connection between the two. Those seeking to link the two have their own ulterior motives and it’s all a lie. They just want to dent the image of Bastion Security and the work they are doing in Eswatini,” said one of the sources. The source within the security cluster said engaging Bastion was done in accordance with the law as necessary in the provision of services for purposes of national security. According to the source, this is not the first time that government enlists a consultant from outside the country to train officers of State security agencies. Consultants from Russia and Israel have reportedly been engaged before.

“The only difference is that previously we were sending the officers to be trained outside the country or the training happened virtually or outside of actual combat. This time though, it is on-ground and in-work training; it is a longer programme. They (consultants) are here to hold the officers’ hands through the process and not sitting somewhere and conducting the training virtually,” the highly-placed security cluster source stated.

He said even though Bastion was leading the training, this was not a one-man show but credit should go to the local officers for the work they have been doing as part of the special missions unit. It has been disclosed that the services provided by Bastion also include expert training on handling a special breed of canines (dogs). “Every time there is an operation, there are very expensive dogs which have been brought in from outside the country that are doing a whole new thing with the police. These dogs are able to sniff out guns from where they have been hidden,” said the source. It is reported that these dogs were responsible for sniffing out the gun that was allegedly used in the shooting of Umbutfo Fanafana Bhembe, while he was at Mahlabatsini on his way to join the march by Ingatja to cut the lusekwane shrubs. The source further disclosed that it was this special missions unit that shot dead Mlandvo Khumalo after he had shot Bhembe about four times in the stomach.

“The consultants are also training operational units because as emaSwati, we are not used to terrorism and this is new to us. Whenever there’s something new then you need training as a country. From a terrorism point of view, there is a unit that is focusing on tracking those who are responsible for such acts in the country.  There is a group that has been brought in to train the army and police on many things such as intelligence operations, handling social media and, of course, counter terrorism tactics. We have never been here as a country so we need experts in this field to actually help us,” said the source. The special missions unit has been likened to the Delta Force in the United States of America, which is officially known as the 1st Special Forces Operational Detachment-Delta (1st SFOD-D) and is one of the US special missions units primarily focused on the counterterrorism mission.

Scabies Outbreak in Swaziland while Mswati expropriates more wealth for his family

Communist Party of Swaziland statement, 20 January 2023

SOURCE

In the confusion of the emergence of a probable new variant of the coronavirus, people in Swaziland seem to be scratching their skin off. Health workers in Swaziland are pointing to a scabies outbreak in the country that is going on without any intervention.

Swaziland is in the midst of political unrest as the people continue to demand the democratisation of the country. The regime is spending more public funds on strengthening itself against the masses who continue to call for democracy. The regime’s security forces are spread all over the country, invading communities. Consequently, diseases such as scabies are on the rise, all without medical intervention. The public health system in Swaziland has also virtually collapsed as the regime prioritises its own survival than that of the people.

Scabies is an infestation of the skin by the mite scacoptes scabiei. Classic scabies typically manifests as intensely itchy spots. The sides and webs of the face, fingers, wrists, armpits, area around the nipples and genitals are often affected.

Scabies can cause a serious mental health problem and affect the quality of life in constant scratching. With that being the case, it then qualifies scabies to be used as a biological weapon in case of war.

Apart from mental health being affected, the constant itching and scratching affects one's productivity as it grows more and more severe at night and people lose their sleep, and in the long run this is likely to lead to depression. Nurses have also been affected by the outbreak since they work closely with patients.

In addition to the fact that treatment for scabies is currently out of stock and there are few experts in diagnosis and treatment of the disease, there has not been any research and training of clinicians about scabies. There have not even been any counter measures like outreaches and home visits. Instead, professionals are wrongly deployed as the regime does not want to pay them for their skill.

It appears that the crippled health system in the country is being used against the poor Swazis to eliminate as much personnel as possible in protection of the crown.

Given the status that the tinkhundla system is crippled, any measure is possible for them to take in order to preserve the monarchy. Over and above that, due to its inherent nature of prioritising the royal family over the people, the regime is unable to provide basic services to the people, including healthcare. The Communist Party of Swaziland continues to mobilise the people of our country to intensify the heat against the absolute monarchy for democracy now.

Thokozane Kenneth Kunene, General Secretary.
